PAC Identifies Poor Record Keeping as Major Challenge at MDAs
The Public Accounts Committee of Parliament has identified lack of proper documentation as the primary cause of financial infractions in Ghana's Ministries, Departments, and Agencies (MDAs).

At a press briefing concluding a four-day public hearing on the Auditor-General's Special Audit Report regarding the government's GH¢68 billion outstanding claims and commodities as of December 31, 2024, Committee Chairperson Abena Osei-Asare highlighted documentation and records keeping as critical weaknesses.
"This audit has unearthed a lot of things, but the major issue we have here has to do with documentation and proper records keeping," Osei-Asare stated.
She noted that while the Ghana Integrated Financial Management Information System (GIFMIS) exists to help address these challenges, technical staffs responsible for inputting information are failing to meet expectations.
"If we are able to keep proper documents and records and carry these things out properly, we will go a long way to block the huge leakages," she said.
Osei-Asare revealed that some ministers confirmed instances where billions of Ghana cedis had already been paid—citing the Ministries of Energy and Roots—yet the same invoices and claims were resubmitted because records were unavailable to verify prior payments.
She called for enforcement of GIFMIS usage across all MDAs, insisting that the Finance Minister must require every MDA to input accurate records. She noted that the Ministry of Environment successfully provided information from GIFMIS due to consistent data entry efforts.
