Speaker Bagbin Launches First-Ever HR Week for Ghana's Parliamentary Service

Speaker of Parliament Rt. Hon. Alban Sumana Kingsford Bagbin has formally launched the maiden Human Resource Week of the Parliamentary Service of Ghana, declaring that "an institution is only as good as its workforce."

The event, held Wednesday at the Justice D.F. Annan Auditorium in Parliament House, marks the first time in the Service's history that a dedicated week has been set aside to celebrate parliamentary staff.

Speaker Bagbin in his speech reach on his behalf by the Second Deputy Speaker, Andrew Asiamah did not hide his pride in the initiative, giving it his full weight of support from the moment the HR Department brought the idea to his attention.

"Parliament is not a building. It is not the Chamber or Job 600 offices. Parliament is not even the Speaker's Office. Parliament is people," Bagbin told the gathering. He emphasized that behind every plenary sitting, committee report, and piece of legislation stand professionals and public servants who have chosen to dedicate their careers to the nation's service.

The Speaker said these workers deserve "not just plaudits but plaques of honour," describing them as devoted, dedicated, diligent, dynamic, disciplined and determined. He framed the very existence of HR Week as a sign of institutional maturity and a willingness to look inward at how the Service manages its most valuable resource.

Under the theme "Empower People to Lead Change," Bagbin argued that investing in human capital is not a luxury but an imperative in an era of rapid transformation.

He noted that technology is reshaping institutions while public expectations of Parliament have never been higher, warning that any institution failing to invest in its people "will find itself in reverse gear."

The Speaker highlighted the "Entry to Exit" framework underpinning the week's activities, which extends the Service's responsibility to staff across their entire career arc. "Institutional loyalty must be reciprocal," he declared, pledging that Parliament would commit to staff growth, welfare, dignity and development at every stage of their journey.

In closing, Bagbin issued three directives with "the full weight of the Speaker's gavel": an actionable plan from the HR Week insights, institutionalised staff recognition programmes, and accelerated digital transformation of HR services, with a roadmap expected within the current financial year.
