Minister Laments Poor Disbursement of funds to PWD, despite increased funds

Speaking in Parliament during a statement commemorating the National Day of Persons with Disability, the Minister revealed that the government has increased the District Assemblies Common Fund (DACF) allocation for PWDs from 3% to 5%. This translates to a substantial rise from GH¢263 million in 2025 to GH¢438 million earmarked for 2026.
"The NDC has come back again and we are increasing the 1% which was increased to 3% to 5%," Hon. Ibrahim stated, referencing the evolution of the fund since its active implementation began in 2009 under the late President John Evans Atta Mills. The legal framework for the fund was originally established with the passage of the Persons with Disability Act in 2006 under former President John Agyekum Kuffour.
In addition to the DACF allocation, the Minister noted that the GETFund formula has been adjusted to include a dedicated allocation of GH¢100 million for PWDs, alongside provisions for free tertiary education and accommodation.
However, Hon. Ibrahim raised alarms about the actual disbursement process at the local level. He lamented that despite Parliament and the President approving these funds, the disbursement formula approved by Parliament is not being followed "religiously" by Metropolitan, Municipal, and District Assemblies (MMDAs).
"Mr Speaker, when you go to the MMDAs it is not being done religiously," he said. "Some metropolitan and district finance offices are not doing full disclosure to the Social Welfare Officers to know how much money that Parliament has approved and how much money that the President asked to be given to persons with disability."
The Minister expressed further frustration that some social welfare officers resort to purchasing items like televisions and refrigerators for distribution, rather than adhering to proper procedures, while others lack reliable and up-to-date records on PWDs in their districts.
To address these challenges, Hon. Ibrahim urged every Member of Parliament to take special interest in monitoring fund allocation and disbursement in their respective districts. He called on the DACF administrator to ensure that when funds are sent to districts, MPs are duly advised so they are aware of the exact amounts allocated to PWDs in their constituencies.
"I fear that if members of parliament do not take special interest on the amount released and how it is being disbursed to PWDs, a lot of the money will just be locked up," he warned.
On the review of the Persons with Disability Act, the Minister assured the House that the law is being worked on. He explained that the government is currently preparing a white paper on the constitutional review committee report, and the Act will be presented to Parliament for consideration "in due course."
