Government Settles All Outstanding Certificates on Major Road Projects – Minister Assures Parliament

Roads and Highways Minister Kwame Governs Agbodza has announced that all outstanding certificates on the Tema Motorway, Pokuase-Amasaman road project, and other key road infrastructure projects have been fully paid, assuring Parliament that the government does not owe contractors on these critical routes.

Addressing Parliament on Wednesday, Mr. Agbodza emphasized the importance of the Tema Motorway, particularly the section towards Ashaiman, describing it as "very critical" to the nation's transport network.

"Anytime we have any issues on them it is a very challenging situation," the Minister stated, acknowledging the difficulties commuters face when disruptions occur on these major arteries.

The Minister confirmed that the motorway contract is ongoing and that as of Wednesday morning, all financial obligations to the contractor had been settled. "We don't owe the contractor any amount of money. All last outstanding certificates have been settled," he declared.

Mr. Agbodza extended the same assurance to the Pokuase-Amasaman project, stating, "As of this morning, I don't have a certificate outstanding on that project as well".

Addressing progress on the motorway, the Minister revealed that the section extending to Central University—which was previously approved by Parliament—had experienced delays due to the debt exchange challenges. However, he confirmed that work has resumed on site.

"We are back on site. Hopefully, we are still hoping that by the end of 2027 those sections should be completed," Mr. Agbodza told the House.

The Minister also provided updates on the Ashaiman roundabout towards Akosombo, another project approved by Parliament. While acknowledging that progress has been slower than desired, he noted that the contractor has continued working.

He disclosed that the government is collaborating with the German government and other development partners to secure additional funding to accelerate work on the project.

Mr. Agbodza expressed understanding of the frustration felt by motorists, particularly on weekends when traffic congestion on these routes becomes unbearable. "It is not something that anybody is happy about, and we are working to make sure that we can address this in the shortest possible time," he assured Ghanaians.

The Minister concluded on an optimistic note, suggesting that relief for commuters may not be far off.
