Minister Satisfied with Assembly Fund Usage Despite Concerns Over Delayed Disbursement to Persons with Disability

Minister for Local Government, Chieftaincy and Religious Affairs, Ahmed Ibrahim, has expressed satisfaction with how Municipal Assemblies across the country are utilising development funds, even as he acknowledged that some continue to hold portions of their District Assemblies Common Fund (DACF) allocations.

The Minister made these remarks following a tour of ten municipal assemblies, part of a broader nationwide assessment of Metropolitan, Municipal and District Chief Executives (MMDCEs).

According to Ibrahim, the introduction of clear guidelines for fund utilisation has significantly improved outcomes. Prior to these guidelines, he noted, there was less clarity on how resources should be deployed. Currently, he disclosed that funds intended for infrastructure development are being allocated at ratios of approximately 54 percent and 46 percent across the assemblies assessed.

"The idea, because there were no guidelines, has now been fully utilised," the Minister stated, adding that the current framework ensures greater accountability in the disbursement process.

However, the Minister expressed strong displeasure with the attitude of many assemblies toward allocations meant for Persons with Disability (PWDs). His inspection revealed that a number of Metropolitan, Municipal and District Assemblies (MMDAs) are still holding onto substantial sums of money belonging to PWDs—funds that have yet to be disbursed to the intended beneficiaries.

The development raises concerns about accessibility and timely support for vulnerable groups, as these funds are statutorily designated to improve the lives of persons living with disabilities across the country.

The Ministry has not yet announced what specific actions will be taken against assemblies found to be withholding PWD funds, but
Ibrahim's remarks suggest growing impatience with the delays. The nationwide assessment of MMDCEs is expected to continue, with further findings to be released in the coming weeks.
