Mining in Forest Reserves: New L.I to replace L.I 2462 laid

The acting Minister for the Environment, Science and Technology Ministry, Emmanuel Kofi Armah Buah on Friday presented an Instrument of Revocation, 2025 to parliament to completely ban mining activities in forest reserves in the country.
The Environmental Protection (Mining in Forest Reserves) Revocation Instrument, 2025 is aimed to revoke L.I. 2501 which was entered into force on June 2, 2025.
Mr. Armah Buah addressing the media after presenting the revocation instrument to parliament affirmed the fact the Government of President John Mahama is a listening one and has would not take the voice and interest of the masses for granted.
“it clearly must send the masses that this government is committed to basically ensuring that we continue to protect our pristine forests reserves and our environment; we are keeping our word; we’re showing Ghanaians we’re committed to protecting the environment, protecting the forests and our water bodies; and every step we’re taking is clearly in line with what President Mahama has been preaching.
He asserts that as a listening government and with extensive consultations with experts, “it was clear that we could completely revoke that LI and to use the guidelines that was enacted in 2020.
BACKGROUND
In 2022, Parliament enacted LI (2462) to ensure environmental management principles are legally enforced in mining operations in forest reserves.
However, this brought huge public outcry resulting in an amendment LI by deleting regulation 3 (2) to effectively limit the powers of the President to allow mining in forest reserves. This obviously led to the new LI (2501) which was entered into force on June 2, 2025.
Unfortunately, the public insisted on complete revocation necessitating the current action of the Minister and for that matter the government.
He asserts that as a listening government and with extensive consultations with experts, “it was clear that we could completely revoke that LI and to use the guidelines that was enacted in 2020.
