Minority Vows to Halt Rushed Legislation, Accuses Majority of Abusing Urgency Rules

The declaration follows what the Minority describes as the systematic abuse of the “certificate of urgency” procedure by the National Democratic Congress (NDC) Majority throughout 2025. This mechanism, intended for genuine emergencies, was allegedly used repeatedly to rush bills through Parliament, bypassing detailed examination.
Addressing journalists at the Minority’s “Holding Government to Account” press conference in Parliament, Leader Alexander Kwamina Afenyo-Markin condemned the practice. The MP for Effutu argued that it degrades the legislature’s primary role of diligent oversight.
“The Majority has turned Parliament into a parliament of fast-track and no scrutiny, a rubber-stamp parliament where everything comes under a certificate of urgency,” Afenyo-Markin stated.
He pledged that his Caucus would forcefully assert its constitutional duty to ensure proposed laws are thoroughly debated in the public interest.
“We promise the people of Ghana that when Parliament reconvenes on February 3, 2026, we are not going to allow the Majority to have their way anymore,” he declared. “They should be ready to beat us in the chamber. We will resist with all the energy in us. No more certificate of urgency.”
The Minority’s vow sets the stage for heightened procedural tensions in the House, signaling their intent to challenge the Majority’s legislative strategy and restore what they term “proper scrutiny” to the parliamentary process.
