Addressing a media briefing by the leadership of Parliament on Tuesday, the Clerk of Parliament emphasized that despite differing perspectives and sentiments, the leadership remains united and resolute in advancing the interests of the nation.
"The leadership of the House is committed to the business of the House, which is the business of the good people of this nation. United we stand, resolute in just time, as far as the business of Ghana is concerned," the Clerk stated.
He acknowledged that while perspectives, views, and sentiments may differ—and tensions may occasionally heighten—such exchanges are all in the interest of good governance. "Never has it been that after heated exchanges, leadership go their separate ways and do things without consulting each other," he assured, noting that occasional hiccups are simply evidence that leadership is working, committed to a course, and registering ideas and perspectives within peace.
A Bridge Between Parliament and the People
The Clerk underscored the vital role of the media as a bridge between Parliament and the sovereign people of Ghana, from whom Parliament derives its authority. "Your proceedings, debates, and decisions are communicated to citizens across the country through your lenses, microphones, and pens," he said, expressing deep gratitude to the media for their enduring partnership in keeping the public informed.
Recess Activities and Preparations for the Meeting
Reflecting on activities during the recess, the Clerk reported that several select and standing committees conducted public hearings, stakeholder consultations, and oversight visits as part of efforts to promote transparency, accountability, and effective parliamentary oversight. Additionally, capacity-building across the Parliamentary Service and strengthened legislative research and support have continued, ensuring that Members of Parliament are adequately equipped with the requisite technical and procedural support during plenary debates and committee deliberations.
The upcoming meeting, he noted, promises to be intensive, with a considerable volume of legislative business, financial matters, and key national policy issues expected to engage the House. It will feature the introduction, consideration, and passage of priority bills, as well as the consideration of relevant instruments—in keeping with the tradition of the final meeting of the parliamentary year. The House will also undertake essential financial business, with the national package and economic policy of the government likely to engage attention over the coming days.
Appreciation for Leadership
The Clerk expressed sincere appreciation to the leadership of the House for their steadfast commitment to the legislative process, noting that continual cooperation and teamwork remain essential to the smooth and effective functioning of Parliament and the advancement of democracy.
Media Urged to Uphold Accuracy and Balance
As the third meeting commences, the Clerk drew attention to important operational and ethical considerations in the coverage of parliamentary proceedings. Given the robust debate and diverse political perspectives that characterize proceedings in the chamber, he appealed to the media to ensure that their approach is accurate, balanced, and properly contextualized.
"Misinterpretation or misrepresentation of procedural rulings or committee findings has the potential to misinform the public and undermine confidence in governance institutions," he cautioned. "Stay in the middle lane. Do your work and get the people adequately informed so that the governance process will continue to be effective, efficient, and vibrant."
He reiterated that a free, vibrant, and democratic press is a prerequisite for good governance, and that the public must know what is going on so they can hold government accountable. "You are serving as a bridge to communicate relevant information that will enable the good people of this country to hold government accountable—and not just to criticize, but also to appreciate where necessary and offer constructive suggestions," he added.
Dignity of Parliament
The Clerk emphasized that Parliament welcomes rigorous scrutiny as an essential component of democratic accountability, but such scrutiny must be exercised with due regard for established rules, procedures, and the dignity of the House. "The dignity of Parliament is invaluable. At all material times, Members of Parliament, parliamentary staff, and the media must strive to uphold the dignity of Parliament," he stated.
Call for National Interest
He encouraged all stakeholders to place national interests above partisan considerations and to conduct themselves with decorum and a spirit of consensus. By the end of the year, he expressed confidence that Parliament would be enabled to discharge its legislative, oversight, and representation responsibilities effectively while reinforcing public trust in the institution.
On behalf of the management and staff of the Parliamentary Service, the Clerk wished the media a productive meeting and looked forward to continued collaboration in serving the people of Ghana.
