KEY DEVELOPMENT PRIORITIES
Introduction
The purpose of planning is to effectively utilize the scarce resources to solve development issues.A number of issues/gaps were identified during the performance review and situational analysis under the four development dimensions in Chapter One.
This chapter focuses on prioritizing the key development issues considering the following factors;

DEVELOPMENT PROJECTIONS, GOALS, OBJECTIVES ANDSTRATEGIES
Introduction
The previous chapter (Chapter 2) focused on the key development priorities of the Municipality. This Chapter concentrates on the Development Projections for the period (2022 – 2025) based on the needs assessment and sets out the goals, objectives and strategies for achieving the desired outcomes.
Development Projections
Development is not an activity but an ongoing process and as such interventions must take care of the current situation as well as the future. It is therefore necessary to make projections to efficiently plan for the future.

- Severity of the problem and expected benefits
- Significant linkage effect on meeting basic human needs and rights
- Significant Multiplier effect on the Local Economy
- Significant effects in the sustainable spatial development of designated spaces or corridors Through a very participatory process involving
Assemblymen, Unit committee members, zonal council members, CSOs/CBOs, traditional authorities, community member, departments and agencies and other major stakeholders, development issues identified from the needs assessment and current situational analysis are prioritized for the plan period.

Development Projections
Development is not an activity but an ongoing process and as such interventions must take care of the current situation as well as the future. It is therefore necessary to make projections to efficiently plan for the future.
The population and its dynamics are projected to ascertain the additional social and economic infrastructure that will be needed within the planning period.
The development interventions are estimated based on the projected population and projected financial inflows.
Based on the population of the Municipality which stood at 94,621 according to the 2021 Population and Housing Census, projection is made to show the population of the Municipality from 2022 to 2025 with a growth rate of 4.42. The formula for computation is Pt= P0Ert , where;
Pt = projected population, P0 = base year population, E = constant (2.718), r = growth rate and t =time interval.

“To propel an enabling socio-economic and infrastructural environment that responds to the needed quality of life of life of the populace and for private sector participation by creating equal opportunities for all”
Objectives and Strategies To achieve the goal of the Municipal Assembly, the MPCU identified SMART objectives and marked out strategy
