The initiative, introduced to address the growing problem of livestock roaming freely on roads and farms, is aimed at protecting farmers' crops, preventing road accidents and promoting responsible animal ownership.
The District Chief Executive (DCE) for Nabdam, Mr. Francis Tobig, said the intervention followed persistent complaints from farmers whose crops were being destroyed by stray animals, as well as concerns over road accidents involving livestock.
He explained that, following recommendations from the General Assembly, the Assembly established a designated facility where stray animals are impounded until their owners are identified.
Under the enforcement arrangement, owners are required to pay prescribed fines before their animals are released.
Mr. Tobig disclosed that the initiative had generated more than GH¢12,000 within its first three months of operation, indicating that the enforcement of the Assembly's bylaws was already yielding revenue.
He, however, stressed that the exercise was not solely intended to generate revenue but also to instil discipline among animal owners and safeguard lives and property.
He expressed concern about livestock roaming on major roads and contributing to accidents, describing the situation as a threat to public safety.
The DCE further disclosed that the newly established impoundment facility had been designed to accommodate different categories of animals, including large ruminants, goats, sheep, pigs and other livestock.
The facility also has accommodation for a caretaker, an office and a mechanised water supply system to ensure effective management and maintenance.
According to him, the enforcement exercise was gradually influencing the behaviour of animal owners, with some becoming more cautious about allowing their livestock to roam freely.
He added that the Assembly had also observed an increase in the number of residents voluntarily bringing their animals to the facility, suggesting growing awareness of the initiative.
