Ashaiman Assembly Disburses GH?400,000 to Support 59 Persons with Disabilities

The Ashaiman Municipal Assembly in the Greater Accra Region, through the Department of Social Welfare and Community Development, has organised a sensitisation and disbursement programme for Persons with Disabilities (PWDs), caregivers and other stakeholders, resulting in support for 59 beneficiaries under the Disability Common Fund.

The beneficiaries comprised 15 persons who received equipment, one who received medical assistance and 43 who received financial support to strengthen their livelihoods and income-generating activities.

Items presented included chest freezers, laptops, sewing machines, medical support cheques and perishable goods. The equipment was embossed with serial numbers as part of measures to prevent beneficiaries from reselling the items.

A total of GH?400,000, representing five per cent of the District Assemblies Common Fund released to the Assembly, was disbursed to support the beneficiaries. Each beneficiary also received an additional GH?100 to assist with the transportation of the items.

The beneficiaries included adults and children living with various forms of disabilities, including deafness, blindness, Down syndrome and cerebral palsy.

Assurance on Due Process

Speaking at the programme, Mr. Joshua Addy, a representative of the National Council on Persons with Disabilities (NCPD) and a person with a disability, explained that the Assembly followed the required procedures in administering the Disability Common Fund.

He stated that statutory taxes were applied through the Ghana Integrated Financial Management Information System (GIFMIS) as required under public procurement processes, clarifying that the taxes constituted public revenue rather than deductions collected for individuals.

Mr. Addy explained that every application was investigated and supporting documents verified before the relevant committee visited applicants’ homes or business premises to assess their ability to utilise the requested support.

He stressed that appearing before the committee did not automatically guarantee approval, as applications were assessed based on eligibility, verification, urgency of need and availability of funds.

He further noted that beneficiaries were required to keep the items within the Ashaiman Municipality and receive only the items approved for them.

MCE Explains Application Process

The Municipal Chief Executive (MCE) for Ashaiman, Mr. Freeman Tsekpo, explained that the Disability Common Fund was released quarterly to support the economic empowerment of vulnerable persons.

He said Assembly Members played an important role in identifying PWDs within their electoral areas and assisting eligible applicants with the application process.

Mr. Tsekpo cautioned beneficiaries against selling the items provided, stressing that the intervention was designed to create sustainable livelihoods and improve household incomes.

He explained that the level of support could vary from year to year depending on the amount of Common Fund released to the Assembly, while applications were prioritised according to urgency and need.

He added that beneficiaries were monitored after receiving support and were required to update their registration annually.

The MCE also emphasised that accessing the Disability Common Fund does not require the payment of a bribe.

MP Commends Transparent Disbursement

The Member of Parliament for Ashaiman Constituency, Dr. Ernest Norgbey, commended the Assembly for organising an open disbursement exercise, noting that previous indoor distributions had sometimes generated concerns among members of the public.

Dr. Norgbey encouraged beneficiaries to use the support productively by establishing viable businesses and creating employment opportunities for others.

He also urged Persons with Disabilities to remain united and make productive use of opportunities available to them.

The Municipal Co-ordinating Director, Ms. Jemima Apedo, said the programme provided an opportunity to educate PWDs and reassure them of their eligibility to access the Disability Common Fund, which was established to support their welfare and economic empowerment.

The programme was facilitated by the Municipal Director of Social Welfare and Community Development, Ms. Vida Adjomani, and served as a platform to promote transparency and accountability in the management and distribution of resources meant for Persons with Disabilities.

The event, held at the forecourt of the Ashaiman Municipal Assembly, was attended by Assembly Members, members of the clergy, representatives of the disability fraternity and other stakeholders.
