Ghana’s Parliament to Host 4th African Inter-Parliamentary Conference on Family, Sovereignty and Values – Speaker Bagbin Announces Bold Declaration

Addressing the press in Accra, Bagbin described the current Parliament as the most appropriate institutional setting for shaping laws, policies, and actions to strengthen African family systems, which he said are under threat from financial changes, climate impacts, and challenges to international cooperation.
The Speaker declared that the conference, being held at a critical time when Africa faces social, cultural, and economic pressures that undermine traditional family functions, will produce a clear resolution: “Africa will not allow attacks on the future of the family in silence.” He added that the declaration is meant to be “a text to check the outcome of the nation, not in aspiration but in dignified unity.”
Bagbin lamented the erosion of African values, noting that many children no longer speak their mother tongues and that xenophobia has taken root within the continent. “Africa must speak with one voice,” he said, emphasizing that the conference is not merely a gathering but a collective privilege to reclaim sovereignty over family life.
The four-day conference will focus on six key areas: protection of the African family system, preservation of African culture and heritage, the role of youth in striking a balance between tradition and modernity, moral leadership, countering negative influences from Asia and other regions, and fostering friendly collaboration among African states on family-related issues. Discussions will also address artificial intelligence, data communities, child protection, and responsible data governance.
Bagbin confirmed that over 30 countries have officially registered to participate, with more than 300 delegates expected, including parliamentary leaders, policy experts, religious leaders, academics, civil society representatives, and development partners. He noted that logistical arrangements—including registration, transportation, security, media coverage, interpretation services, and exhibition activities—are fully in place.
“This conference is a declaration that Africa will not be silent,” Bagbin concluded, as he announced a temporary suspension of parliamentary proceedings to allow full attention to the event. The resolution, he said, will serve as a practical roadmap for African parliaments to protect families from harmful exploitation while embracing responsible innovation. “We are fully prepared,” he affirmed. “Africa must act in dignified unity.”
