Minority MP Exposes ‘Criminal’ Plot to Siphon $85 Million in Afari Hospital Saga
The Deputy Ranking Member on Parliament’s Defence and Interior Committee has launched a blistering attack on the government over the Afari Military Hospital project, accusing officials of a "shameless attempt" to steal $85 million from the public purse. Mr. Manu insisted that the narrative of the 500-bed facility being only 60% complete is a fabrication. Citing official records from the Ministry of Defence’s Project Implementation Unit (PIU), he confirmed that the Core Hospital was 92.5% complete by September 2024, and had reached an impressive 98% completion by January 2025 under the previous administration. He detailed the breakdown of works, noting that civil works stood at 97.5% and architectural works at 87%.
The Minority MP reserved his strongest criticism for the assertion that the contractor, Euroget De-Invest (EDI), is demanding a massive US$85 million to return to the site. He described the claim as a manufactured crisis with no supporting records at either the Ministry of Finance or Defence. Mr. Manu stressed that the original US$180 million loan for the contract has been fully paid, alongside an additional US$19.3 million from the Government of Ghana for previous delays.
He further revealed that after a negotiated reduction of a US$6.5 million claim, the state has paid US$2.5 million, leaving a balance of just US$500,000. "To jump from an outstanding balance of US$500,000 to a sudden demand for US$85 million is not just mathematically absurd; it is criminal," he stated.
Mr. Manu provided a historical context, accusing the opposition NDC of derailing the project after it was initially contracted in 2008. He claimed the NDC’s decision to relocate the project from Sofoline to Tamale, then to Accra, and finally to Afari caused a six-year delay and resulted in millions in extra costs. He noted that by December 2016, after eight years of NDC rule, the project was only 40% complete, contrasting this with the NPP’s progress to 98%.
While affirming that he wants the hospital completed to serve the Ghana Armed Forces and the people of the Ashanti Region, Mr. Manu warned against using the project as a "conduit for daylight robbery." He firmly stated that any effort to pay the unjustified US$85 million would be described by the popular Ghanaian cliché, "Create, Loot, and Share."
The MP promised fierce resistance to the scheme, demanding value for money and the protection of the public purse. He called on the government to abandon the fraudulent claim, pay the outstanding $500,000, and ensure the contractor completes the remaining 2% of the work without delay.
