GRA engages informal sector to co-create simplified tax system for MSMEs

The forum brought together members of the Council of Indigenous Business Associations (CIBA), Ghana Union of Traders’ Associations (GUTA), Microfinance and Small Loans Centre (MASLOC), and the Ghana Enterprises Agency (GEA), along with other small-scale business associations.
It provided an open platform for stakeholders to dialogue on tax issues affecting micro, small, and medium-sized enterprises (MSMEs).
In a welcome address, GRA management emphasized the need for stronger collaboration to expand the tax net and build a fair, efficient revenue system that supports national development.
The event was organized in partnership with the UK’s Foreign, Commonwealth and Development Office (FCDO), whose Country Director and team were commended for their continued support of GRA-led reforms.
Their collaboration reflects a shared vision to simplify taxation processes, especially for businesses operating outside the formal financial system.
GRA announced the forthcoming launch of the Modified Taxation Programme, introduced by Mr. Anthony Kwasi Sarpong Acting Commissioner-General of GRA.
The initiative will target MSMEs and artisans in the informal sector with a simplified and more flexible tax filing system designed to encourage voluntary compliance and reduce barriers to entry.
GRA said the new digital and simplified tax module would also address registration and compliance concerns.
By easing the burden on small businesses, GRA hopes to increase domestic revenue mobilization without stifling entrepreneurial growth.
Speakers at the forum acknowledged the challenges facing small-scale businesses in meeting tax obligations, ranging from complex filing processes to limited awareness.
Participants were encouraged to use the session to share honest feedback and highlight the realities of tax engagement on the ground.
CIBA was lauded for spearheading the initiative and mobilizing its members to attend.
Participants expressed optimism that continued dialogue with GRA would yield long-term reforms that support business growth while fulfilling national tax obligations.
