DACF: 80% resource allocation; a positive step towards autonomy of local governments - Nkwanta South DCE

The Municipal Chief Executive (MCE) for Nkwanta South in the Oti Region Joseph Antwi has shared his perspective on the government’s new 80% resource allocation policy to all Metropolitan Municipal and District Chief Executives (MMDCEs).

He expressed a cautiously optimistic view, acknowledging both the potential benefits and challenges of this significant policy shift.

The MCE noted that while the increased decentralization is a positive step towards local autonomy, it also necessitates responsible resource management.

Mr. Antwi highlighted the importance of using the allocated funds effectively; emphasizing that the policy isn't simply about increased funding but also includes clear guidelines and performance indicators.

These guidelines, according to him, will ensure that funds are directed towards key sectors like health, infrastructure, and education based on pre-determined allocations.

To ensure wise resource allocation, the MCE outlined a comprehensive planning process that involves various stakeholders. This includes collaboration with sector directors, the municipal planner, and a dedicated team to consolidate plans from different institutions.

He added that the process extends to community engagement, bringing in chiefs and assembly members to ensure the plans reflect the community's needs and priorities. This participatory approach, according to the MCE, is crucial to ensure that communities feel a sense of ownership and involvement in the development process.

Joseph Antwi concluded by emphasizing the importance of performance indicators to ensure accountability and to strive for excellence in resource management.

He expressed confidence that with careful planning and community involvement, their district could become a model for effective resource utilization under the new policy.
