Ningo Prampram Assembly Holds Capacity-Building Workshop on Digital Revenue Mobilisation System

The Ningo Prampram District Assembly has organized a capacity-building workshop on the District Local Revenue Software aimed at preparing staff for the implementation of the digital revenue management platform in the district.

The workshop, held at the Assembly Hall of the District Assembly, was facilitated by Mr. Fred Boakye and Mr. Kwesi Ackaah, members of a technical team from the Ministry of Local Government, Chieftaincy and Religious Affairs.

The training brought together key officials of the Assembly, including the District Chief Executive, Hon. Raphael Nartey, the District Coordinating Director, Madam Vida Awuku, budget analysts, finance officers, Management Information System (MIS) officers, internal auditors, development planning officers, physical planning officers, revenue officers, and other technical staff.

The workshop sought to strengthen participants’ understanding of the dlrev system, underscore its importance in enhancing local revenue mobilization, and outline the requirements for its successful rollout in the district.

In presentations delivered during the session, Mr. Boakye and Mr. Ackaah explained that dlrev is a web-based application developed by the Ministry of Local Government, Chieftaincy and Religious Affairs in collaboration with the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) to support Metropolitan, Municipal and District Assemblies (MMDAs) across Ghana.

According to the facilitators, the software combines a Geographic Information System (GIS)-based digital address map with a fiscal cadastre, allowing all revenue-generating items to be linked to specific locations. The platform is configured to manage property rates, business operating permits, rents on district infrastructure such as market sheds, stalls and stores, as well as fees from market grounds, lorry parks, fines for breaches of by-laws, and income from investments.


Participants were taken through the core functionalities of the system, including data management, electronic billing, demand notice generation, and real-time updating of records. The facilitators emphasized that dlrev is designed to automate the entire revenue administration process—from data collection and billing to revenue collection and reporting—thereby improving efficiency, transparency, and accountability.

Hon. Raphael Nartey and Madam Vida Awuku actively engaged the facilitators on the operational, technical, and administrative requirements needed to ensure the successful deployment of the platform within the district.

The workshop equipped officers with preliminary knowledge of the preparatory measures and resources required to operationalize the system and strengthen revenue generation efforts in the district.

The programme concluded with the Assembly’s management taking note of the implementation requirements and committing to the necessary follow-up actions to facilitate the eventual rollout of the software.

The initiative forms part of broader efforts by the government to leverage digital technology to improve local governance, strengthen financial management, and enhance internally generated revenue across Metropolitan, Municipal and District Assemblies in Ghana.
