Effutu Assembly Holds Vibrant Town Hall to Deepen Transparency and Drive Development

Winneba, Feb. 25, 2026 — The Effutu Municipal Assembly has organized a well-attended Town Hall Meeting in Winneba to promote participatory governance, transparency, and accountability within the municipality.

The forum brought together traditional authorities, religious leaders, security representatives, heads of departments, opinion leaders, and residents to review the Assembly’s financial performance, evaluate ongoing development projects, and outline strategic priorities for the coming year.

The Omanhene of the Effutu Traditional Area, Neenyi Ghartey VII, called for unity and collective responsibility among residents. He emphasized fairness, discipline, and proactive leadership as key ingredients for progress, urging citizens to set aside differences and work together for the advancement of Winneba. He also encouraged the Assembly to invest in recreational facilities, including a children’s park, to promote tourism and provide safe spaces for young people.

Delivering the keynote address, the Municipal Chief Executive, Rev. Atta Mensah, commended the national government for progress made in various sectors while acknowledging local challenges that require urgent attention. He stressed the importance of discipline, strong community relations, and collaboration in attracting and sustaining investment within the municipality.

Hon. Rev. Atta Mensah further appealed to the University of Education, Winneba to prioritize the employment of local youth and artisans, noting that such a move would significantly stimulate the local economy and enhance livelihoods.

The Municipal Development Planning Officer, Mr. Abubakar Saddique Adam, presented a detailed overview of completed and ongoing projects across key sectors. In education, the Assembly has constructed a six-unit classroom block at Don Bosco and distributed dual desks to schools. Under water and sanitation, boreholes with treatment systems have been constructed, skip containers procured, and improvement works carried out at the Sankor final disposal site. The health sector has benefited from the renovation of the Woarabeba CHPS Compound, while infrastructure interventions include the construction of Nananom Road, culverts at Konfoadae, and the reshaping of major municipal roads.

Agriculture has also seen progress with the development of an irrigation dam at Ntakofem to support year-round farming. Social support initiatives included the distribution of toolkits to apprentices and assistance to Persons with Disabilities, alongside renovations of official residential facilities to strengthen institutional development.

Key priorities outlined for the coming year include sustained road improvements, expansion of drainage infrastructure, construction of modern markets to boost trade, and increased investment in inclusive education, healthcare, and sanitation.

A Municipal Budget Analyst, Mr. Daniel Twum Barima, presented the Assembly’s annual budget, providing detailed financial allocations and projections to support planned initiatives and ensure prudent use of public funds.

The meeting concluded with an open forum that allowed residents to raise concerns and seek clarification on development issues. In his closing remarks, Hon. Rev. Atta Mensah reaffirmed the Assembly’s commitment to inclusive planning, transparency, and continuous improvement.

He expressed appreciation to participants for their active engagement and reiterated the Assembly’s resolve to deepen accountability and promote sustainable development across the Effutu Municipality.
