He explained that there are rules governing how public funds are used, and the process takes some time.
This, he said is the reason most projects are yet to commence as stipulated in the guidelines for the use of the District Assemblies Common Fund.
According to him, it was only last Monday that budgets were loaded, and no Assembly can get to work without the explicit permission from the Ministry of Finance.
"This is one thing we always tell the public; you hear that money has come but you cannot just start implementation. If anybody has jumped the gun, well I can't answer for that; but the fact is that it was only the legacy part of the money that you can manipulate in terms of doing anything. But the rest, even the 24hour Economy we don't even have the design to even talk about starting anything.
We were just asked last week to send site plans so we're careful with receiving instructions and how to use the money."
He confirmed however, that they have started the procurement process for the award of contract.
He expressed optimism that in the next six months, Ghanaians will see a lot of ongoing works across the country, " because I don't know what I should be keeping the money sitting there for." he emphasized.
