We never procured sanitary pads at GHS45.00 – Deputy Education Minister
The Deputy Minister of Education, Dr. Clement Apaak has debunked the misleading information accusing the government and for that matter the Education Ministry of procuring sanitary pads for schoolgirls at GHS45 way above the market price.

The Builsa South MP noted that the allegation is unfounded and based on false information, adding that the policy is operating within approved budget limits and supported by verifiable supply and distribution figures.
According to him, for the first batch of sanitary pads that have been distributed, the range was between GH19- GHS24 inclusive of transportation for distribution.
"At no time did the Ministry procure a pack of sanitary pad at GHC45,” he said. “The procurement was in the range of GHC19 to GHC24. GHC19 was the lowest threshold, and the highest was GHC24 per pack, and the only reason why there is a variation in this range was because of the distance.”
Providing details on the distribution at the various levels, Dr. Apaak disclosed that at the upper primary levels, 398,701 female students in Primary 5 and 6 benefitted from the sanitary pads. The junior high school level also saw 1,101,486 students receiving the pads while 968,285 students in senior high schools and TVET institutions benefited.
Addressing the parliamentary press corps in Parliament, the Deputy Education Minister emphasized the government's commitment to ensuring value for money and resetting governance.
"We promise the good people of this country to reset our governance and to ensure value for money," the Deputy Education Minister stated.
The Old Tafo Member of Parliament, Vincent Ekow Assafuah alleged during the 2026 budget debate that the government was procuring sanitary pads at GHS45.00 even though the unit price at the shelves was around GHS15.00.
His comment received a sharp rebuttal from the sector minister on the floor who described his colleague as having engaged in ‘chop bar arithmetic’, hence his kind of conclusion.
But the Deputy Minister decided to provide further details to clarify their operations regarding the free sanitary pads policy which is geared towards promoting girls' education and addressing menstrual hygiene challenges.
