Upper Manya Krobo DCE Locks Staff Over GH¢67,900 Embezzlement Allegations

The District Chief Executive (DCE) for the Upper Manya Krobo District Assembly in the Eastern Region, Emmanuel Kwesi Lawer, has taken decisive action by locking three staff members in his office over allegations of embezzlement amounting to GH¢67,900.

This incident occurred shortly after he assumed office, highlighting his commitment to financial integrity.

Having previously served as an assembly member from 2010 to 2018 and being nominated for the DCE position in 2025, Lawer uncovered discrepancies in the Assembly’s Internally Generated Funds (IGF).

Speaking in an interview with ghanadistricts.com, the DCE noted that an internal audit revealed that the District Finance Officer (DFO), Accounts Officer, and Revenue Superintendent were allegedly involved in the misappropriation of funds dating back to last year and extending into early 2025.

He said on Tuesday, July 15, 2025, he summoned the three officers for questioning, during which he requested the submission of three General Counterfoil Receipt (GCR) booklets believed to be linked to the missing funds. When the DFO refused to comply, he locked the officers in his office and contacted the police.

This bold intervention resulted in the immediate recovery of the full amount of GH¢67,900. The breakdown of the recovered funds is as follows:

Revenue Superintendent: refunded GH¢5,800
Accounts Officer: returned GH¢27,600
District Finance Officer: withdrew GH¢34,500 from his personal account in Koforidua under police escort the following day.

The recovered funds have since been deposited into the Assembly’s main account. The police are continuing their investigations into the matter.

Mr. Emmanuel Kwesi Lawer has reaffirmed his administration’s commitment to transparency and accountability, pledging a zero tolerance policy towards corruption.

He also announced plans for a comprehensive audit to identify and recover any further losses.
