Good Governance is an important issue of consideration in so for as development is concerned. It can be seen as the exercise of economic political, and administrative authority to manage a country’s (in this case a district’s) affairs at all levels.
It comprises the mechanisms, processes and institutions, through which citizens and groups articulate their interests, exercise their interests, exercise their legal rights, meet their obligations and mediate their differences.
The district though newly created but pursues the principles of good governance .GOOD GOVERNANCE is among other things, participatory, transparent and accountable.
It promotes effective and equitable application of the rule of law. GOOD GOVERNANCE ensures that political, social and economic priorities are based on broad consensus in the society and that the voices of the poorest and the most vulnerable are heard in decision-making over the allocation of development resources.
The district promotes these tenants through its public hearings and various stakeholder fora to make governance accountable to the people of Akyemansa.
The District Assembly System
he current local government system has a three-tleir structure at the district level, which is made up of the District Assembly, the Urban!Town"Areas Councils and the Unit Committees.
The Akyemansa District Assembly is the highest administrative and political authorities in the district with the mandate to initiate and co-ordinate a11 development efforts aimed at sustainable development at the local level.
To facilitate the process of the Local Government System, the Local Government Act ( Act 462) makes provision for the establishment of the Decentralized Departments and other sub-structures as the Area Councils and Unit Committees.
The Assembly is empowered to make and enforce by-laws. It exercises deliberative. legislative and executive functions in the district. The Presiding Member who is elected among the Assembly members chairs the Assembly meetings.The Executive Committee of the assembly is chaired by the District Chief Executive (DCE ) and discharges the Assembly's Executive Powers.
The District Administration, which is headed by the District Co-ordinating Director (DCD). has oversight responsibilities in the general Administration.
Composition And Function Of The Assembly
The Akyemansa District is currently made up of 4 Area Councils with 37 Assembly members and a Member of Parliament (MP) who is an ex-officio member of the District Assembly.Aside these the decentralized agencies have offices in the District Assembly who are part of the District Administration.
The functions of the Assembly according to the LOCAL GOVERNMENT Act 1993, Act462 enjoins Districts;
- To implemeszt policies csnd programmes of the Govenment at the District Assembly
- To pass by-Laws to guide the people to live peaccefully in its area ofjurisdiction
- To collcrboi^acte with the Regional Co-ordinating Council to monitor development programmes And
- To pre pLIYB development plans and budgets for the District taking into consideration the priorities in the area.
