Hon. Osei comes from Pankrono-Kumasi in the Ashanti Region and married with three children. He holds PhD (Havard University, USA), 1987. He is an Economist and was working with the Centre for Policy Analysis(CEPA) before he became an MP. He is a christian(Catholic).

He obtained 36,171votes out of the 47,478 valid votes cast = 76.2% in the last elections and represents the New Patriotic party and a member of the minority in parliament.
