Water and Sanitation
In estimating the potable water requirement of the district, the table below gives the number of boreholes needed in the district. The threshold concept has been used in the projection. In addition to the existing number of boreholes, there is a Small Town Water Supply System in Gwollu Township. This has helped in reducing the pressure on the number of boreholes. Under the Small Town Water Supply System, it is projected that by 2009, Fielmua and Jeffisi would be served. This is based on the population projection on the level of socio-economic activities in the two communities.

Decentralized Department of the Assembly
For an effective functioning of the Assembly, the non existing departments and their constituents will have to be put in place. The table below shows the departments and their constituents that will be required for the planned period. From the table above the district will require five departments and 17 constituents for full operation of the district. Each of these constituents performs differently but complementary function, thus making the district a system. Efforts should be made to establish the departments and their constituents.

Staff Requirements
The table below shows the staff requirement for the various decentralized departments of the Assembly. Staff as used here include both technical and office support staff. The departments that do not exist in the Assembly virtually have no staff. Thus the staff assessment is limited to the existing departments.
