There are several development issues that need to be addressed. However, due to resource constraints, the issues have been prioritized. The process for the prioritization was a review of development problems and priorities from the Area councils with inputs from the stakeholders at the stakeholders’ forum. Below are the priority areas of the district.

Thematic Area: Priority for Private Sector led Competitiveness:  

• Low production in agriculture
• Poor road network
• Lack of start-up capital/inadequate credit
• Low electricity coverage and voltage
• Inadequate marketing centers
• Diversification of the local economy
• Enhance Dry lands management and protection of the environment

Thematic Area: Human Resource Development

• Poor access to potable water and sanitation facilities
• Inadequate access to quality health care
• Inadequate access to quality education
• Lack of employable skills among the youth resulting in high incidence of unemployment and youth out-migration
• High incidence of guinea worm cases

Thematic Area: Good Governance and Civic Responsibility

• Poor grassroots participation in decision making in the development process
• High level of insecurity (spade of armed rubbery; cattle rustling; land disputes etc)
• Poor disaster prevention and management
• Low revenue internal mobilisation of the District Assembly
