Revenue Mobilisation
Hon. Presiding Member, Hon. Colleague Assembly members, finance is the life blood of all human institutions. Without a solid financial base, we cannot meet the numerous demands from our people.
I would therefore like to urge the tax payers to honour their tax obligations so that we can meet our revenue projection for 2009. It is sad to mention that, though we estimated to collect GH¢55,000.00 by 31st December, 2009 our performance as at 31st June, 2009 was only GH¢10,711.83.
We therefore need to intensify our efforts so that at least, we can achieve between 80% to 90% by the end of this year. Hon. Presiding Member, in this regard, the Assembly has engaged the services of our students who are currently on holidays and they are assisting in the collection of basic rates and also supporting the Revenue Task Force on market days.
An elaborate itinerary for visits to all our markets has been prepared to religiously following it. We have also contacted our traditional authorities to help us with the collection of the revenue.
Let me also mention that, a site for the winning of sand and stones has been identified at Bladjai. The Assembly contracted the services of a bulldozer to create an access road to the site at a cost of GH¢7, 345.20.
However, may I crave the indulgence of Hon. Assembly members and other opinion leaders to help the revenue collectors but at the same time also report the conduct of those collectors who are not living up to expectation.
Management has compiled a comprehensive report on the performance of the collectors (salaried and those on commission). Very soon a meeting will be arranged for Management to meet them and discuss their problems. It is through this we can fashion out what to do to enable us meet our revenue target by 31st December, 2009.
Hon. Presiding Member, under the 2009 District Wide Assistance Project, Tenders were opened on 14th July, 2009 for 3 No. 3-Unit classroom blocks with their ancillary facilities, 1 No. KVIP and the supply of furniture to the 3 schools.
The total budget approved for these projects is GH¢190,000.00. Hon. Presiding Member, distinguished ladies and gentlemen, I wish to thank all of you for the attention accorded me this morning. May the Almighty God continue to guide and guard us individually and collectively in our efforts to develop the Kpandai District Assembly.
