
The district development priorities were sampled out through community level and Area council level dialogues held to enable them to identify and prioritize their needs. The decentralized departments also submitted inputs which have been factored into this plan. These priorities were grouped under the three thematic areas of the GPRS II namely:
1. Priorities for private sector competitiveness 2. Human resource development and basic services 3. Good governance and civic responsibility
- Under priorities for private sector competitiveness, the following issues were raised:The modernization of agricultural production through irrigation and training of farmers to improve their technical knowledge and thereby diversify their production.
- The institution and widening of credit scheme to
- Cater for those engaged in agriculture, small and micro scale enterprises and women in petty trading
- The enhancement of access to efficient energy through rural electrification
- The expansion in transportation with increases in vehicular movement in the remote areas of the district
- The upgrading and construction of feeder roads linking communities and making them motorable all year round
- Construction of a new market at Asankrangwa, rehabilitation and upgrading of existing ones at Samreboi, Sompre, Agona Amenfi, Mumuni and Toronpan
- The development of four known tourist sites to promote tourism and create jobs for the youth
- The promotion of rural enterprise project through the establishment of a rural technology facility that will harmonize the activities of artisans in the district.
- The development of capacities of small and micro businesses through management training
- The enhancement of c ommunication facilities through the expansion in telephone coverage and provision of internet access facilities. Under human resource development and basic services, these priorities were singled out:
- Pursuit of enrolment drives to increase basic school enrolment
- Recruitment of trained/professional teachers to enhance basic school performance
- Construction of basic school infrastructure
- Construction of residential facilities for teachers in remote areas in the district
- Rehabilitation of dilapidated school structures
- The motivation of teachers through the institution and provision of incentive packages for those in remote communities
- The enhancement of skills of pupil teachers through on the job training
- Skills training for the youth
- Construction of health infrastructure to improve access to health service delivery
- Staffing of health facilities with trained and qualified health professionals
- The intensification of immunization to reduce infant mortality
- The provision of maternal health services to reduce maternal mortality
- The intensification of campaign against malaria and the provision of insecticide treated bed nets to pregnant and nursing mothers at affordable prices
- The intensification of campaign against HIV/AIDS to reduce the rate of infection
- Provision of support for people living with HIV/AIDS through skills training and enhanced access to credit facilities
- The promotion of the use of condoms by establishing distribution outlets in the district
- The establishment of at least 5 VCT centers in four major communities to provide counseling and information on HIV/AIDS
- Improvement in the access to water and sanitation facilities
- Improvement in the general sanitation in the district
- The protection of and assistance to the physically challenged and single mothers through micro credit scheme to curb vulnerability and exclusion
- Campaign against the abuse of children and child labour
Priorities under good governance and civic responsibility are as follows:
- The construction of offices for the Town/Area councils to make them operational and effective
- Completion of the district assembly hall complex
- Construction of residential accommodation for staff. Prudent fiscal resource management through improved internal revenue mobilization and the reduction in ineligible expenditures
- Sensitization of the citizenry through public education on government economic policies and tax awareness promotion
- The enhancement of capacities of newly elected assembly members to enable them to contribute to local level decision making process
- Construction of residential accommodation for some security personnel
- Recruitment of more security personnel to beef up security in the district and enhance safety and peace building
- The enhancement of capacities of civil society organizations such as NGOs/CBOs/FBOs to make them effective and responsive to the needs of people in the district.
