DISTRICT CHIEF EXECUTIVE
The DCE is the chief representative of the central government in the district. He is appointed by the president and approved by not less than two-thirds of the assembly members present and voting. Through the appointment Mechanism (Section 20(i) of Act 462) the District Chief Executive owes dual allegiance to both the Presidency and the Assembly.

Schedule of duties of DCE
The Chief Executive performs the following functions under Section 20 (3) Of Act 462 and order 20.
  • Chairperson of the Executive Committee of the District Assembly.         Chairman of the Tender Board
  • Chairperson of the District Security Executive Committee (DSEC).
  • Supervisor of the Departments of the Assembly
  • Responsible for the day-to-day performance of the executive and administrative functions of the assembly.
  • Liaise with RCC and Sector Ministers on the performance of sectional functions at the District level.
  • Performs such other functions as may be assigned by government.

Schedule of duties of PM
The functions of the Presiding member are outlined under section 17 of Act 462 and Order 20 of the Sanding Orders:
  1. He is responsible for the supervision of Assembly meetings;
  2. He controls the deliberations of the Assembly in which capacity he directs them to make meaningful policies and decisions for the district; and
  3. He acts as the head of the arbitration committee (chairman of the Complaints and Public Relations Committees)

  • Secretary to the District Assembly, District Tender Board and District Security Executive Committee (DISEC)
  • Head of the district bureaucracy and Chief advisor to the District Chief Executive
  • Vote controller and Spending Officer of the District Assembly.
  • Ensure the effective implementation of the policies and decisions of the District Assembly.
  • Coordinate and harmonize work programmes of the departments of the District Assembly to facilitate the achievement of targets set by the Assembly.
  • Submit quarterly/Annual reports on performance of the District Assembly to RCCs and Sector Ministries  as Required by legislation
