Development Programmes and Programmes of Action with Indicative Cost

The development of local economy is largely based on a framework that integrates issues of social, economic, physical dimensions as well as political dimensions aimed at securing the satisfaction of human needs, improvement in the quality of life of the people and the realisation of the district potentials to foster the development agenda of the country as a whole. The development objectives outlined for the district coupled with the district POCC provides a platform for the formulation of elaborate programme for the Medium to Long-term development of the district.

This chapter therefore presents the Development Programme (2006-20010) and the derived Programme of Action (2006-2009) of the district presented in a logical framework and plan of operation respectively.

The District Development Programme (2006-2009)
The formulation of the development programme was based on the proposals and achievements made by the first MTDP/GPRS1 (2002-2004) and seek further to improve on the achievements. The major focus of the programme is to ensure that the district’s development path is in consonance with the development direction of the nation as outlined in the GPRS11.

 The programme responds to the district’s needs and the location of projects were based on broad consensus of stakeholders and communities and are aimed at ensuring that the spatial dimensions of development of the district (represented by the functional region) is broadened by end of year 2010. The scalogram depicting the hierarchy of settlements provided the needed justification for the location of physical projects. Table 6.1 presents the development programme presented in a logical framework.
