Potentials, Opportunities, Constraints and Challenges (POCC) Analysis
For meaningful and great interventions, the existing conditions that can be exploited to address the identified problems as well as those that tend to perpetuate them were assessed. 

The development problems identified during the survey were therefore subjected to Potentials, Opportunities, Constraints, and Challenges (POCC) analysis.  This thus diagnosed the main development problems of the Municipality, which then served as a basis for the formulation of appropriate objectives and strategies.
