Having understood the criteria and factors to be considered before ranking the development issues in the district, 10 participants were given four different cards each. The cards were white, yellow, blue and green with the weights 4, 3, 2, and 1 respectively.
The sign * in the first row of figures for each development issue represent scoring by participants. The second row is the weighted score derived by multiplying the score by its correspondent weight
On the other hand, there were fourteen development issues with respect to Human Resource Development which were teased out from the data, nine issues from Private Sector Competitiveness and four development issues were got from Good Governance and Civic Responsibility.
The criteria used in prioritizing the development issues include the following.
- Impact on poverty reduction
- Impact on generating growth
- Promotion of health delivery
- Improved incomes
- Improved education delivery
- Employment generation
- Positive impacts on environment
- Storage linkage effect with other sectors of the local economy
Upon the critical consideration of the development issues, this is how the development issues for the various thematic areas were prioritized
