Development Problems/Issues to the Growth and Poverty Reduction Strategu (GPRS II)
The situation analysis identified key development problems which were harmonized to the themes of GPRS I.  This section links those harmonized identified development problems to the relevant issues of the thematic pillars of the GPRS II namely; Priorities for Private Sector Competitiveness, Human Resource Development and Good Governance and Civic Responsibility. 

Table 1.47 shows harmonized identified development problems scored against the issues of each pillar of the GPRS II in a scale of 2 = strong relationship;  1 = weak relationship and 0 = No relationship.  Tables 1.142, 1.43, and 1.44 harmonize the identified development problems to the three themes of GPRS II,  using the same scale.  This is done to identify a list of issues that relate to GPRS II.

  • Low revenue generation
  • Inadequate access to health services
  • Low standard of education
  • Inadequate staffing (teachers, medical staff, public and civil servants)
  • Low access to water and sanitation facilities
  • Poor housing conditions
  • Inadequate coordinating among departments
  • Poor access roads
  • Negative cultural practices against women
  • Low citizen participation
  • Low production and productivity
  • High incidence of child labour / trafficking
Weak Linkage (low score below total average)
  • Low entrepreneurial skills
  • Inappropriate technologies
  • Low savings and investments
  • Lack of credit/capital
  • Inadequate involvement of the vulnerable in decision making
  • Inadequate support to the physically challenged
  • Stigmatization of PLWHAs
  • Inadequate access to justice/security
  • Inadequate storage facilities
Key Development issues
From the analysis of the development problems of the district that emerged from the analysis of the development situation, the demands of the communities and the private sector, the following constitute the key development issues of the district.

Micro / District Economy
I.    Reducing the incidence of poverty
II.   Strengthening the economic base of the District Assembly
III.  Diversifying the district’s economy
IV.  Promoting the development of the private sector

Production and Gainful Employment
I.    Maximizing the district’s potentials and opportunities for creating employment
II.    Provision of basic economic infrastructure in deficient areas
III. Introduction and application of appropriate production technologies in all sectors of the economy
IV.  Provision of credit
V.   Promoting links among all sectors of the economy

Human Resource Development and Basic Services
I.    Improving the standard of education in the district
II.   Improving health services delivery
III.  Improving housing conditions
IV.  Increasing access to water and sanitation facilities
V. Promoting the acquisition of skills and entrepreneurial development among the youth
VI.  Increasing public education on HIV/AIDS and support to PLWHA

Special Programme for the Vulnerable and Excluded
I.    Ensuring adequate staffing
II.   Funding of activities
III.  Establishing a database on the vulnerable and the excluded
IV.  Promoting public support for the vulnerable and the excluded
V.  Elimination of anti-social conventions and traditions in the district.

Good Governance
I.    Establishment of department, which are not in existence
II.   Ensuring adequate staffing of the departments of the Assembly
III. Provision of housing and office infrastructure for staff of the District Assembly
IV. Provision of needed logistics to the department of District Assembly
V.  Enhancing co-ordination among departments of the District Assembly, NGOs, CBOs and the communities
