The programme assesses the performance of Metropolitan, Municipal, and District Assemblies using the District Assembly Performance Assessment Tool (DPAT).

The assessment is part of efforts to improve the performance of District Assemblies in terms of efficiency, accountability and delivery of basic community services.

The District Assembly Performance Tool is also a diagnostic instrument for assessing the performance of MMDAs and for determining the allocation of the District Assembly Common Fund-responsiveness factor grant to Metropolitan, Municipal and District Assemblies. The exercise also focuses on three indicators which include: Compliance Indicator (CI), Service Delivery Indicator (SDI) and Performance Indicator (PI).

Compliance Indicator the Assemblies are expected to adhere to the minimum and critical legal framework under General Assembly Meetings and Approvals, Functionality of Statutory and mandatory organs of the assembly, public financial management and auditing, transparency, accountability and participation.

Service delivery indicator focus on the extent to which Assemblies have been responsive to their services delivery responsibilities through the implementation of key decision taken by the General Assembly, management and statutory committees.

It also ensures Assemblies’ efforts at ensuring citizens derive satisfaction from services and the outcome of such service delivery interventions in the areas of management and coordination, basic and social services, physical and spatial planning services, social protection, gender and nutrition, environmental health, sanitation and climate action and finally local economic development.

Performance delivery this indicator seeks to motive assemblies to deliver in the key performance with indirect implications for service delivery and achievement of key work-plan implementation targets covering annual action plan implementation, capacity building, revenue generation, audit performance and access to social services.

After the Team assessment of Jirapa Municipal Assembly on the aforementioned indicators, the Municipality scored 98%. This score is good news for the municipality because barring any unforeseen situation a reasonable amount of funds will be allocated to the Assembly for development.

The Municipal Chief Executive, Mr. Nicholas Soyiri, who led the Team, told them to avail themselves with all necessary documentation for the exercise, thanked Staffs of the Assembly and other stakeholders for this great achievement.
