New Juaben South approves 2019 composite budget

The New Juaben South Municipal Assembly in the Eastern Region has approved its 2019 composite budget, fee fixing and the medium term development plan for 2020 to 2024 financial year.

Passing through the processes, 49 Assembly Members made-up of 34 elected and 15 government appointees approved the budget to pave-way for the Assembly’s technocrats to implement some developmental and other government flagship programmes within the Municipality.

Function of the Assembly

Article 245 of the Constitution and 936 of the Local Governance Act, a District Assembly shall exercise political and administrative authority in the district, provide guidance, give direction to, and supervise the other administrative authorities in the district.

Without prejudice to subsections (I) and (2), a District Assembly; “is responsible for the overall development of the district; formulate and execute plans, programmes and strategies for the effective mobilization of the resources necessary for the overall development of the district”.

Again, a District Assembly is responsible and also mandated to “initiate programmes for the development of basic infrastructure and provide Municipal works and services in the district and be responsible for the development, improvement and management of human settlements and the environment in the district”.

Section 122 of the Local Governance Act 936, mandates District Assemblies “to aggregate revenue and expenditure of the office of the District Assembly, the Departments of the District Assembly and the budget for the annual development plans and programmes of the Departments of the District Assembly”.

Work In Coordination

To this end the New Juaben South Municipal Chief Executive, Isaac Appaw – Gyasi, admonished the Assembly Members to desist from any act that will part the Assembly and to the extent of affecting day-to-day administrative activities. He said there should be cordial relationship between the management, staff and the Assembly Members to move the Municipality forward.

“Local government system is all about deliberation, effective collaboration and consensus building so as to build and develop our communities” He noted. He therefore charged the Assembly Members to be fully committed to the decisions taking by the house to enhance development.

The Presiding Member of the Municipality; Hon. Michael Boadi-Sarpong noted the financial situation of the Assembly had not been good and the earlier they find lasting solutions to it the better. To him, the Assembly needs a lot of revenue to undertake projects and programmes.

Mr. Boadi-Sarpong urged the Assembly Members to continue contributing their quota in the area of revenue mobilization in the Municipality and remind them that there was a lot of revenue areas that needed to be tapped and leakages blocked.

The PM emphasized that if the President’s vision is to build a formidable economy then the Municipality is no exception than to align it vision to that of the President.
