EDUCATIONAL SECTOR

There are twelve (12) Pre-schools, Seventy five (75) Primary schools (8) Junior Secondary Schools (JSS), and one (1) Senior Secondary in the district.  The distribution of educational institutions on Area Council basis.  Article 38 of the Constitution of the Republic of Ghana requires the Government of Ghana to provide access to Free Compulsory Universal Basic Education (FCUBE). The FCUBE Programme was launched in September, 1995, and this goal was echoed by the Millennium Development Goal No.2 (universal basic education) and the realization of the goal was aimed under GPRS I. However, statistics data showed short falls and challenges which the FCUBE programme failed to address.

The increment of the enrolled children in Pre-School, Primary Schools and Junior Secondary level can be attributed to the introduction of the Capitation Grants coupled with sensitisation programmes which were carried out in almost all schools communities under GPRS I which made many parents to see the need to send their children to school and retain them in school.

The fall in enrolment at the SSS level could be attributed to the introduction of the Computerised School Selection and Placement System (CSSPS). Due to lack of boarding facilities in the school, some of the students who gained admission into the Wulensi SSS, who were from other regions did not report. However, as the construction of boarding facilities has started in the said school, we hope this would not occur again in 2006/2007 academic year.

While enrolment in schools increased significantly at all levels of Basic Education, staffing in primary school and SSS levels was rather falling. In addition, the proportion of untrained teachers is high in particular at the pre-school and primary school levels. Such staffing situation has been affecting quality of education. Another concern to be addressed is there is no female teacher within the SSS staff. Regarding staffing situation in the District Education Office, out of the given establishments of 64, only 26 are posted. This has created over loaded work per staff which has affected staff’s performance.
